Pengurusan kes Kota Siputeh dilakukan hari ini(28/07/2010)

ALOR SETAR: Menteri Besar Kedah, Datuk Seri Azizan Abdul Razak, hari ini memaklumkan bahawa pengurusan kes untuk menetapkan tarikh perbicaraan rayuan terhadap pengosongan kerusi Dewan Undangan Negeri (DUN) Kota Siputeh akan dilakukan esok.

Azizan berkata, kerajaan negeri sudah menerima notis mengenai perkara berkenaan menerusi penasihat undang-undang negeri.

"Esok mereka akan tengok semua dokumen dan akan tetapkan tarikh untuk perbicaraan dan saya harap pilihan raya kecil diadakan segera sebab pilihan raya ini akan selesaikan banyak masalah terutama rakyat yang tergantung tiada wakil rakyat," katanya selepas mempengerusikan mesyuarat Exco di sini, hari ini.
Pada 23 November tahun lalu, Hakim Mahkamah Tinggi (Rayuan Kuasa-Kuasa Khas), Datuk Alizatul Khair Osman Khairuddin, menolak permohonan Suruhanjaya Pilihan Raya (SPR) untuk menangguhkan perintah terdahulu yang dibuat beliau di Mahkamah Tinggi pada 16 November apabila beliau mengisytiharkan kerusi DUN Kota Siputeh kosong dan Datuk Abu Hassan Sarif bukan lagi Ahli Dewan Undangan Negeri (ADUN).

Beliau juga mengarahkan SPR mengeluarkan writ bagi mengadakan pilihan raya kecil. Bagaimanapun SPR kemudiannya membuat rayuan di Mahkamah Rayuan Putrajaya.

Dalam perkembangan lain, Azizan berkata kerajaan negeri telah meluluskan peruntukan sebanyak RM751,000 sebagai wang saguhati untuk pelajar yang berjaya melanjutkan pelajaran peringkat diploma dan ijazah sarjana muda di institut pengajian tinggi awam.

Katanya, setiap pelajar diploma menerima RM200, manakala pelajar ijazah sarjana muda menerima RM400.
"Kita beri kepada pelajar dari keluarga yang kurang kemampuan berdasarkan sokongan wakil rakyat di tempat masing-masing," katanya. - Bernama

My letter to Editor of Star, NST

CIRCULAR BY KSN

STAR newspaper dated 26 July 2010 front paged KSN’s circular directing civil servants to report all ‘surat sokongan’ from politicians and well connected people for anything in the Government sector. It is said that all decisions will be based on merit.

A very high and mighty statement from the KSN. I would like to urge the KSN to clean his ‘house’ first, meaning his civil servants before issuing such statements or directive. As we know, last year 140 civil servants were caught by MACC and I assume many more went scot free due to non reporting. The same goes for the service rendered by the civil servants. Should they be perfect, no cronyism, no favours between themselves and so on, then we can accept KSN’s statement and circular. However, many public complaints still go unheard or unresolved. Who has not heard of the story where the public gets scolded or just told off rudely by the person manning the counter or answering the phone which is supposedly the hotline? And don’t forget the many times when the so called hotline is left unmanned with no one picking up the phone!

Imagine the many newspaper reports that we read about how a person was not accepted into university or get a scholarship or was not granted citizenship even after 20 years applying. How did it get solved? Through the intervention and support of the politicians who wanted to help and service the rakyat. For example, YB Dato’ Seri Hishammuddin Tun Hussein managed to help many deserving people get their citizenship, and with his resolve and commitment, managed to solve all old applications for citizenship that have been delayed for 10 years and more. The same goes for application to enter universities for example. I know for a fact many politicians, YBs and position holders in political parties will write in supporting applications of aspiring students in their constituency. UMNO and MCA for example, on a yearly basis collect details of students who are applying or appealing to enter matriculation, iptas or for jpa scholarships for them to support and appeal to the relevant ministries and agencies. I am sure all political parties and politicians, regardless of BN or PR do this for the sake of their constituents.

The rakyat go to politicians for help because of the failure in the civil service system to handle all these. The folks in kampungs do not have access to government offices in Putrajaya or the ministries or the state offices. That is why they look for their “WAKIL RAKYATs” or political parties. In fact, the term itself is Wakil Rakyat, meaning they are representatives of the people even with matters dealing with all matters, including the Government offices. If the KSN feels that he has enough officers on the ground, then explain why the Rakyat still feels the need to ask for assistance from the politicians.

It is also the Prime Minister’s directive for all Wakil Rakyat and political parties to go down the ground and service the Rakyat. When one goes down the ground, there will be many requests for assistance from the Rakyat. What are they supposed to with these requests? Throw them into the bin or drain? Or just refuse to accept them? I am sure this is not what the PM wants. As far as I am concerned, KSN’s circular runs contrary to PM’s directive for politicians to go to the ground and service the rakyat. It runs contrary to “Rakyat Didahulukan, Pencapaian Diutamakan”.

What KSN is doing is effectively shutting down an arm that services the Rakyat for the Government especially in rural area, in kampungs and so on. If the KSN feels that his officers are all over the place and should be sufficient for the kampung folks,

I can understand and accept that politicians should not support or be in any way involved with supporting any projects or tenders. That is true and correct. If the KSN were just referring to that, I agree and support. However, do not amputate the part of the Government ‘arm’ that has effectively been supporting and linking the Rakyat to the Government.

Komponen BN ada strategi tarik pengundi muda?


KUALA LUMPUR 26 Julai - Pemimpin parti komponen Barisan Nasional (BN) yakin dengan strategi masing-masing untuk menarik sokongan golongan muda yang disebut-sebut sebagai penentu Pilihan Raya Umum Ke-13.
Sekalipun DAP dikatakan begitu agresif menjalankan pendaftaran pengundi muda, namun kalangan pemimpin terbabit tidak mudah berputus asa.
Ketua Pergerakan Puteri UMNO, Datuk Rosnah Abdul Rashid Shirlin berkata, pihaknya tidak pernah berhenti berusaha menarik pengundi dan buktinya sebanyak 70 peratus atau lebih 370,000 ahlinya telah mendaftar sebagai pengundi di seluruh negara.
Beliau berkata, Puteri UMNO sentiasa melaksanakan pelbagai usaha serta program untuk menarik minat golongan muda menyertai politik.
''Memang benar pengundi muda merupakan penentu kemenangan sesebuah parti di dalam pilihan raya. Justeru, adalah menjadi tanggungjawab Puteri sebagai sayap mewakili orang muda untuk melaksanakan program mendekati mereka secara bersungguh-sungguh terutama bagi membetulkan tanggapan salah terhadap kerajaan BN,'' katanya kepada Utusan Malaysia di sini hari ini.
Beliau diminta mengulas mengenai 62 peratus daripada pengundi muda yang dikatakan masih 'duduk atas pagar' mengenai parti pilihan mereka.
Rosnah berkata, usaha mendekati golongan muda yang belum berdaftar sebagai pemilih sedang giat dijalankan.
''Paling penting menangani masalah pengundi atas pagar adalah melalui gerak saraf pada musim pilihan raya,'' katanya.
Ketua Pemuda MIC, T. Mohan berkata, pihaknya terus menjalankan pelbagai cara untuk menarik kira-kira 50,000 belia India bagi menyokong BN menjelang akhir tahun ini.
Berikutan itu, beliau berkata, MIC bukan sahaja akan bekerja keras mendaftar pengundi baru malah menyedarkan golongan belia India supaya jangan sesekali terpesona dengan dakyah pembangkang.
''MIC tidak bimbang dengan usaha DAP yang dikatakan telah berjaya mendaftar golongan belia sebagai pengundi kerana itu bukan bermakna mereka akan menyokong parti pembangkang itu,'' katanya.
Bagaimanapun katanya, Pemuda MIC juga mempunyai cara tersendiri supaya PRU-13 akan berpihak kepada BN.
Sementara itu, Ketua Pemuda MCA, Datuk Dr. Wee Ka Siong menganggap kebanyakan pengundi muda yang dikatakan berada 'di atas pagar' merupakan peluang bagi parti itu untuk mendapatkan sokongan golongan tersebut.
Jelas beliau, MCA sendiri sebenarnya mengenal pasti beberapa punca mengapa golongan muda bersikap sedemikian.
''Kebanyakan golongan muda lebih mengutamakan keperluan hidup semasa seperti mementingkan kerjaya dan mencari keselesaan hidup. Mereka kurang menitikberatkan soal politik.
''Ia merupakan 'pasaran' yang belum diterokai lagi. Maka, pada 15 Ogos nanti, kita akan mengadakan taklimat khas bagi merancang satu gerak kerja khas untuk mendekati golongan muda,'' katanya.
