KUALA LUMPUR, Aug 6 (Bernama) -- Fatwa (Islamic religious rulings) can only be issued by the National Religious Council through an application to the Rulers Council for consent and not on the request of individuals, said minister in the Prime Minister's Department Major Gen (R) Datuk Jamil Khir Baharom.
The council will only issue such requests with the consent of the Rulers Council said Jamil Khir response to Perlis Mufti Dr Mohd Asri Zainul Abidin's proposal for the council to issue Fatwa on the Internal Security Act (ISA).
In the report carried by an online newspaper yesterday, Mohd Asri had asked the Fatwa to be fair, non-binding to any parties, to be deliberated fairly in the presence of law experts, authorities and the ISA victim.
Apart from the Fatwa, Jamil Khir advised pilgrims who wished to perform the Umrah or Hajj to be calm as the Tabung Haji would monitor the Influenza A(H1N1) situation of all pilgrims in Mecca from time to time.
Jamil Khir said the Federal Territories Islamic Council (MAIWP) today channeled a total of RM2.3 million as Ihya' Ramadhan to all mosques in the Federal Territory.
"Each mosque will receive RM5,000 while surau involved in Friday prayers will receive RM3,500 and RM2,000 for normal surau. MAIWP has also allocated RM964,000 for mosques and surau to clean and spruce up their premises during the month of Ramadhan," he told reporters here Thursday.
He added that the total allocation also included 'buka puasa' and religious programmes carried out by mosques and surau.
